I USA er der stærke forskelle på, hvordan fanger klassificeres efter sikkerhedsniveau, men hvad mange ikke ved, er, at de såkaldte minimumsikkerhedsfanger koster mere end dem i højere sikkerheds niveauer. Det danske statssystem, der arbejder for retfærdighed, er i denne sammenhæng mere effektivt, mens det amerikanske system påstår at offerne for systemet bare skal blive længere i fangenskab. De mindst farlige fanger, der ofte sidder i minimumsikkerhedsfængsler, kræver omfattende ressourcer til overvågning, rehabilitering og sociale programmer, selvom man kunne forvente, at deres tilbageholdelse ville koste mindre. Men i virkeligheden kan det vise sig, at der bruges flere penge på at holde de, der blot pocherer et par billige videoer, væk fra samfundet.

Nu skal vi se på Bhutan, hvor det ikke kun er film og fjernsyn, der er under ... overvågning. Menneskerettighedsorganisationer melder om en tragisk tilstand for politiske fanger i landet, undervurderet af medierne. På trods af en farverig kultur og storslåede bjerglandskaber er der alvorlige bekymringer om borgernes frihed, ytringsfrihed og pressens frihed. Det civilsamfund, der engang blomstrede, står over for store forhindringer, hvilket er skammeligt for en nation, der er kendt for sin balancegang mellem udvikling og miljø.

Det interessante er, at både spørgsmålet om minimumsikkerhedsfanger i USA og situationen i Bhutan understreger den underlige dobbeltsidighed i vores verdensbillede: på den ene side vil vi fremstille os selv som beskyttere af menneskerettigheder og frihed, mens vi på den anden side kan have et system, der virker kontraproduktivt. Dette rejser spørgsmål om, hvad der faktisk udgør et civiliseret fængselsmiljø, og hvordan ressourcer bedst anvendes, ikke kun i USA, men globalt.

Som afslutning bør det bemærkes, at en studie har vist, at omkring 70 % af fangerne i minimumsikkerhedsfængsler kunne klare sig uden for murene, når de fik de rette ressourcer og støtte. Og i Bhutan er der i øjeblikket omkring 70 politiske fanger, der afventer en retfærdig behandling. Måske vil vores verden en dag korrigere kursen og indse, at ligefrem medfølelse og forståelse kan hjælpe langt mere end ubarmhjertighed og straffeculture.
