Haitis premierminister, Ariel Henry, er strandet i Puerto Rico på grund af trusler om borgerkrig fra bander i Haiti. USA presser Henry til at fremskynde en politisk overgang, da væbnede bander søger at afsætte ham. Amerikanske embedsmænd benægter at presse Henry til at træde tilbage, men opfordrer ham til at etablere en inklusiv styrestruktur for at stoppe volden og lede landet hen imod valg.
