[Subcommittee on Prevention of Torture ](/en/treaty-bodies/spt)monitors States parties’ adherence to the [Optional Protocol to the Convention against Torture](/en/instruments-mechanisms/instruments/optional-protocol-convention-against-torture-and-other-cruel), which to date has been ratified by [92 countries](https://treaties.un.org/Pages/ViewDetails.aspx?src=TREATY&mtdsg_no=IV-9-b&chapter=4&clang=_en). The SPT is mandated to visit all States parties to the OPCAT. The SPT delegation will carry out unannounced visits to prisons, detention centres, and other places where people are deprived of liberty. The Subcommittee communicates its observations and recommendations to States through confidential reports, which it encourages countries to make public. The Subcommittee has the mandate to visit States that have ratified the Optional Protocol to the Convention against Torture, during the course of which it may visit any place where persons may be deprived of their liberty and assist those States in preventing torture and ill-treatment. Two popular groups of online Duke non-credit courses are being made available – free – for students affected by the ongoing Russian invasion of Ukraine.

“Coursera really provides Duke with a way to broaden access to education,” he said. Duke has partnered with Coursera for more than a decade and at any time has at least 40,000 people active in its courses on that platform, Ruiz-Esparza said. “We are very proud of the course we created and privileged to join efforts from other universities in support of the Ukrainian people,” said Owen Astrachan, a Duke computer science professor who teaches the coding courses with three colleagues. The free licensing of these courses will be a key component of humanitarian assistance the US government is proving to support the Ukrainian people, according to correspondence between the three partners. Courses are free, but students can pay a fee to receive a formal certificate upon completion. In both cases, other universities provide online learning materials as well.

Furthermore, at the initiative of Kazakhstan, the UN General Assembly approved the Universal Declaration on the Achievement of a Nuclear-Weapon-Free World in 2015. At a meeting with President Tokayev last year, former Special Representative of the UN Secretary-General and Head of UNAMA Deborah Lyons expressed gratitude for the support provided by Kazakhstan to UNAMA. Kazakhstan was also one of the first to repatriate its citizens, primarily children and women, from conflict zones in the Middle East. The process of CICA’s transformation into a full-fledged and international organization was launched during the sixth summit of the group in Astana in 2022. “From the first days of its membership in the UN, Kazakhstan took an active stance in addressing the most pressing international issues on the organization’s agenda.
