Moldova Seeks Answers as Putin's Plans Revealed (Newsweek)

The plans envision that by 2030 there will be "stable pro-Russian groups of influence in the Moldovan political and economic elites."

Divided into three sections—military, humanitarian and economy—the plans envision that by 2030 there will be "stable pro-Russian groups of influence in the Moldovan political and economic elites." The plans were drafted in the fall of 2021, before Putin's full-scale invasion of Ukraine, and reportedly aim to negate the influence of [Vladimir Putin](https://www.newsweek.com/topic/vladimir-putin)'s administration that outlines Moscow's plans to counter Western efforts "to interfere in the internal affairs" of Moldova.

Moldova first domino in a Russian plan for escalation? (Social Europe)

Events in Georgia represent a setback for Russia's meddling in the post-Soviet neighbourhood. But they are no sign it will end.

Yet, at the same time, there is also a danger that whatever military assets Russia controls in Transnistria could be [used to create a second front](https://www.b92.net/eng/news/world.php?yyyy=2023&mm=03&dd=07&nav_id=115542) in the war against Ukraine. [primarily on disinformation](https://euvsdisinfo.eu/a-russian-psychological-operation-pressures-moldova/), by spreading rumours such as the idea that Moldova and Ukraine have been plotting to invade Transnistria. [European Union](https://eurasianet.org/eu-emerges-as-major-player-in-armenia-azerbaijan-negotiations) has played a more proactive role as a mediator in the conflict between Armenia and Azerbaijan. [Turkey has challenged](https://newlinesinstitute.org/turkey/turkey-challenging-russias-monopoly-in-the-south-caucasus/) Russia’s erstwhile dominance of the region. If nothing else, there is a danger of inadvertent escalation which could quickly engulf Transnistria and Moldova and draw in Ukraine and neighbouring Romania—a member of the North Atlantic Treaty Organization and a key ally of Sandu’s government, with deep historical ties to Moldova. This means the Kremlin maintains disproportionate, malign influence in a country with weak institutions. The government there, after three days of increasingly violent protests, had to withdraw a bill in parliament that would have severely restricted civil and political liberties in ways eerily reminiscent of [Russia’s ‘foreign agents’ law](https://www.hrw.org/news/2022/12/01/russia-new-restrictions-foreign-agents). [war in Ukraine](https://www.socialeurope.eu/focus/war-in-ukraine) is that the Kremlin has lost a lot of its influence in former Soviet countries. Moscow has found it relatively easy to capitalise on the frustrations felt by many ordinary Moldovans by peddling a narrative that diverts blame and exacerbates fear and uncertainty. Notably, as China’s role in the region has grown, partly as a result of the void created by Russia, the United States has [rekindled its relationships](https://www.rferl.org/a/blinken-visit-central-asia-moscow-ukraine/32290651.html) with key partners in central Asia, especially Kazakhstan and Uzbekistan, in yet another sign of Russia’s diminishing stature. Further afield, Russia also seems to have overplayed its hand in the Balkans. And this may just be an indication of how Russia envisages the next stage of its confrontation with the west.

settling the Transnistrian conflict through Russian mediation by providing Transnistria a “special status”; strengthening pro-Russian sentiment in society ...

The presidential administration was tasked with convincing the Belarusian leadership of the need to work on the Union State by the end of 2022. It was drafted by the Presidential Department for Border Cooperation, which intervenes in the politics of Belarus, Moldova, and the Baltic States. The department’s curator is Dmitry Kozak, and the head of the department is Aleksei Filatov. Lukashenko’s visit to Russia in February 2022 highlighted the country’s dependence on Russia. The Moldovan authorities have not commented on the authenticity of the document, but they have accused Russian intelligence services of trying to destabilize the country. Another alleged co-author of the document is Viktor Lysenko, deputy head of the Department for Interregional and Cultural Relations with Foreign Countries, where Vavilov used to work. The Kremlin sees Moldova as a buffer to Russia rather than a part of the Russian Empire. The Union State, a political and economic alliance between Russia and Belarus, reportedly plays a significant role in the Kremlin’s plans, as Russia intends to build up its forces in Belarus through it. According to him, the Kremlin wanted to ramp up its influence on the social and cultural spheres because it suffered a fiasco in the economic and military fields. It also wanted to create a network of loyal NGOs, such as the Moldovan-Russian Business Union, founded by former President Igor Dodon. For the latter, it was planned to maintain the existing volumes of gas supplies. The source who passed the plan to journalists is fully confident that the document is genuine.
