A Catholic who was vehemently opposed to gay marriage, elective abortion and euthanasia, he frequently quoted from the Bible to drive home his points. He said he would renounce his presidential salary and continue living on his teacher earnings, and described himself as "a man of work, a man of faith, a man of hope." In his two-story brick home in the hamlet of Chugur in Cajamarca hangs a picture of Jesus surrounded by sheep and a caption, in English, that reads "Jehovah is my shepherd." He traveled on horseback for much of his presidential campaign, as he gave voice to the frustration of struggling Peruvians and cast himself as a man of the people. "This is the first time that this country will be governed by a peasant, someone who belongs to the oppressed classes," he said on the day of his investiture, for which he donned the trademark white sombrero of his beloved Cajamarca, and a black, Andean suit. He was born to peasants in the tiny village of Puna in the Cajamarca region, where he worked as a teacher for 24 years.

In a dramatic turn of events in Peru, Pedro Castillo, who less than 24 hours ago was president, is in police custody facing likely charges of rebellion.

A police report suggests he was heading to the Mexican embassy in Lima, presumably to claim political asylum. But opinion polls suggested many Peruvians disapproved of his handling of the country. A raft of ministers, including the defence minister, resigned within minutes. A former lawyer who was something of a political unknown before being chosen as Mr Castillo's running mate, the 60-year old has asked for "space" and "time to rescue the country". Ms Boluarte is the first woman to lead Peru. The head of the constitutional court said Mr Castillo's dissolution of Congress was in violation of the constitution.

After Pedro Castillo, What's Next for Peru? (Americas Quarterly)

President Dina Boluarte will confront a familiar set of problems: a hostile Congress and pressing socio-economic challenges.

Like Martín Vizcarra, who assumed the presidency in 2018 after the resignation of Pedro Pablo Kuczynski, she will be subject to the interests and calculations of lawmakers in Congress. Whom Boluarte chooses to govern with will be crucial, as this will determine the path her administration will take in the next few months. Impeachment, as we have seen time and time again, will remain a threat to Boluarte’s presidency if she does not achieve some agreement with Congress. In fact, Boluarte was facing a constitutional accusation in the legislature until two weeks ago—for alleged irregularities in her resignation as a public official when she assumed the vice presidency. She seemed to understand the scope of the task ahead of her, pleading for forbearance in her inaugural address. Perulibristas in Congress will likely not be very inclined to support her, and the right has already demonstrated its animosity towards her—through support for the constitutional accusation, for example.
