Hennepin County attorney: Police misconduct must be disclosed to ... (Minnesota Reformer)

A week before voters will elect his replacement and after more than two decades in office, Hennepin County Attorney Mike Freeman recently circulated a memo ...

“This is about (whether) we can trust the results coming out of that office.” The county attorney’s office, he said, should be transparent about what prompted Freeman to announce “elementary procedural requirements.” If misconduct occurs, it must be reported to deputy county attorneys and the office “Brady team” to review and determine whether to flag incidents in their system. Former Hennepin County public defender Abigail Cerra said she commends Freeman for taking up the issue, but she sees “glaring holes” in the policy he outlined. As part of their introduction to the office, all new prosecutors will be trained on their ethical obligations, including the disclosure of Brady and Giglio information, and trained at least annually after that, Freeman said. Rice said it’s hard to find accurate information about the office’s compliance with Brady. Defense attorneys want a list of officers with a history of misconduct and lying in court, sometimes called a Brady list. The Supreme Court ruled in a 1972 case, Giglio v. Attorneys, paralegals, law clerks and support staff will be required to report “concerning conduct” — such as dishonesty, mishandling evidence, and excessive force — to their manager. For example, evidence that a police officer has lied in court or has a history of brutalizing citizens.

Brattleboro's EMS calls on the rise (Brattleboro Reformer)

BRATTLEBORO — Calls for emergency medical services have been increasing over the last couple of months in Brattleboro.

That may pertain to information that should be included in reports and reviewing clinical decisions made on scene to the hospital, Keir said. The final report is anticipated to be discussed at a Select Board meeting next month. Criteria includes the quality of service delivery, performance or time to respond, fiscal responsibility and sustainability. Keir said a technical rescue in the Whetstone Brook on Sept. A previous count for July reported by the fire department had been incorrect. Both months had 339 calls each when other incidents are included in the data.

The more that parties can engage in discussions, she continued, “the more solutions we can generate.” He called for the board “to be more focused on what we have direct control over, right now.” “I have three solutions for the Transportation Center,” she said. Another idea being discussed involves adding a police substation to vacant space in the garage. “I can tell you this, it’s something we are looking at and trying to address, trying to manipulate our coverage.” “I don’t want to commit to saying that we will be able to do that,” Lt. Gelter worried another entity might not share the same values of the Brattleboro Police Department. Board member Jessica Gelter brought up the possibility of having a case worker at the Transportation Center. “I’m worried about my employees.” [Salon Jacque](https://www.facebook.com/SalonJacqueVT) co-owner Jacqueline Bilodeau spoke of carrying mace and considering keeping a baseball bat in her car after someone had broken into her vehicle in the Transportation Center. He said the cameras have not been updated since the garage was built about 20 years ago, and poor video quality make them not too useful to police. Drug activity and prostitution also were reported in the parking garage on Flat Street. [Everyone’s Books](https://www.everyonesbks.com) said her downtown store had been broken into four times this year, and that had never occurred before.
