As spectres of “evil criminal gangs” are used to justify human rights abuses, the softer rhetoric of “ economic migrant” has been retired. Yet an international press comfortable naming Le Pen, Salvini, Trump, Orbán and more as “ far-right”, “ultra-nationalist”, and “ neo-fascist”, steadfastly refuses to recognise their British counterparts. At that point, plans had been explicitly touted “as similar to the Australian model” – prompting criticism specifically on those grounds. Resistance to each, led largely by grassroots coalitions and lawyers and activists regularly smeared in the press, has been tireless, vocal, and at important junctures, effective. All of these rationales have been tested and refined in a strategy used by populists worldwide to both gauge and change public attitudes. These far-right fixations hinge and build on longstanding myths of the immigrant rapist, which were reanimated as refugees fled to Europe in 2015. Yet politicians’ use of “illegal'' to describe such entries has been forceful, repetitive and largely unchallenged. Yet simply through its announcement, the Conservatives have achieved another key goal: to shift the barometer of “acceptable debate” ever-further to the right. “One-way ticket” – a quote swifty taken up by Britain's press – is byword for “send them back”. Now, a policy built on hate speech is headed for the legislature. At a 2017 rally, Italy’s Matteo Salvini vowed to hand refugees and migrants “a one-way ticket to send them back”. Now, a slogan once fit for the far-right National Front – ”give immigrants a one-way ticket to Africa!” – is not only thinkable, but say-able and doable for the nation’s most senior politicians. The government openly expects numerous legal challenges to the Rwanda deal.

For the UK, the goal of the Rwanda deal is to deter future arrivals. The UK and Rwanda have wilfully blurred distinctions between migrants, asylum seekers and refugees. They have used language such as ‘illegal’ and ‘unauthorised’ to criminalise movement and make restrictions more palatable to the public. If deemed legal, it opens the door for other states to do the same. Kagame claims that the UK approached Rwanda because of its strong refugee record and historical willingness to help. Transferring thousands of asylum seekers from the UK in this context is highly questionable. Rwanda previously partnered on a secretive deal with Israel to accept African asylum seekers who agreed to ‘voluntary’ transfer. But Kagame is in his 22nd year at the helm and is unlikely to be concerned about election pressure. The centre evacuates vulnerable would-be asylum seekers from dangerous situations in Libya. Rwanda’s acquiescence to the UK’s request is part of the African country’s decades-long campaign to be viewed as forward-thinking with sophisticated solutions to complex issues. African leaders who cooperate with Europe to block migrants and asylum seekers could pay for doing so at the polls. The deal has been widely criticised as inhumane, expensive for the UK, unworkable and contrary to international law.

THE founder of a refugee charity claims the Rwanda plan will not prevent migrants' desperate attempts to cross the channel and reach UK shores.

“I asked a maritime expert and he said it’s not surprising that people haven’t crossed in the last eight days,” argued Ms Moseley.
